I attempted to create a SECOND pmwiki installation on the same server, each on a different “website” - using different ports for access.
However, my two attempts both ended up with permissions errors either creating the
wiki.d directory, or accessing the
wiki.d\.flock file, if I created the directory manually.
Permissions appear to be the same for each website --
Network Service, full perms granted to directory, etc.

UPDATE: it was a permissions issue.
Anonymous Authentication set to
Application Pool Identity it worked.
I checked this on the working install, but thought it was set to
